Get transaction restrictions

Returns the tenant's transaction restrictions. These apply to transaction operations (e.g. transfers). Each restriction can have filters (amount, fee, symbol, source, destination, etc.). When a transaction matches a restriction, the specified approvers must approve before it can execute.
