Start an async Create Account operation. Creates a named account under an existing master key. When starting via this CWP endpoint, include InitiatorID set to a registered Vault user email so the Vault gateway can create the matching account record when it receives operation status updates. Status can be queried with GET /operations/id/{operationID}/status.
