Start Transfer operation

Start an async Transfer operation. Transfers assets from a source account to one or more internal or external destinations. For UTXO-based blockchains, a transaction output is generated for each destination amount; for account-based blockchains and internal transfers, the list must have length 1. Status can be queried with GET /operations/id/{operationID}/status.
